Short Description
The Continence Aids Payment Scheme (CAPS) is an Australian Government scheme that assists eligible people who have permanent and severe incontinence to meet some of the cost of their continence products.
From 1st July 2010, CAPS clients receive a subsidy of up to $497.79 per year for continence products.
CAPS is administered by Medicare Australia, on behalf of the Australian Government.

CAPS is the scheme which from 1st July 2010 has taken over from the Continence Aids Assistance Scheme (CAAS).

ELIGIBILITY GUIDELINES for CAPS:
5 years of age or older
and
Have permanent and severe loss of bladder and/or bowel function (incontinence) due directly to an eligible neurological condition (eg. paraplegia, cerebral palsy, multiple sclerosis, spina bifida, intellectual disability)
or
Have permanent and severe bladder and/or bowel function (incontinence) caused by another condition and have a Pensioner Concession Card (or if under 16 years, your parent or guardian has a Pensioner Concession Card)


NOT ELIGIBLE for CAPS:
If :
Incontinence is transient (not permanent)
Incontinence can be treated with an existing conservative treatment regime, medication or surgery
Confined to night time bed wetting (enuresis)
or
A high care resident in an Australian Government aged care home or receiving an Extended Aged Care Package (EACH) or EACH Dementia (EACH D) Package
Eligible for assistance with continence products under the Department of Veterans' Affairs Rehabilitation Appliance Program

HOW TO APPLY FOR CAPS:
To apply for CAPS an application form needs to be completed. It must include a health report completed by a health professional. The completed form is lodged with Medicare Australia for processing.
