Short Description
The ACT Road Transport Authority requires a licence applicant or existing licence holder to declare any condition or disability that will affect their ability to drive a motor vehicle safely. In addition to supplying a medical report, it may be necessary to undergo a driving test on a vehicle fitted with special controls. Special conditions may also be added to any licence issued.

Disabilities for licence applicants or licence holders fall into two broad categories, minor disabilities and serious disabilities.

MINOR DISABILITIES
These cover the loss of three fingers or fewer; loss of toes; slight stiffness of a joint; one limb slightly shorter than the other; or other minor disability (including loss of hearing) which do not prevent the applicant from safely operating a vehicle. A licence can be issued to a person suffering from a minor disability. There is no need for a disability driving test or to assign any licence condition to the licence.

SERIOUS DISABILITIES
These include the loss or serious impairment of one or both legs, loss or serious impairment of one or both arms or a serious mental disability.

ISSUE OF A LEARNER LICENCE
A learner licence can be issued provided that it carries the licence condition appropriate to the disability.

ISSUE OF A FULL LICENCE
A full licence of the appropriate class and type can be issued after the applicant has passed the eyesight test, has passed their medical examination and a disability driving test. If special vehicle fittings are required to enable the disabled applicant to drive, the disability driving test must be passed in such a modified vehicle. The licence must indicate what special conditions (if any) must be used by the applicant including any special fittings which the licensee's vehicle may require to enable them to drive safely.

EXISTING LICENCE HOLDERS
A licensee who notifies the Authority of a serious disability but wishes to continue driving can have his or her licence endorsed with special conditions appropriate to the disability. If the applicant is required to take a driving test, the testing officer should also be consulted. If the Road Transport Authority considers the disability too severe to allow the person to continue driving, the applicant must undertake a medical assessment.
Drivers with a mobility disability may be referred to Driver Assessment and Rehabilitation Services at the Canberra Hospital for a practical driving test.

VEHICLE SAFETY STANDARDS
The original safety standards built into a vehicle must be maintained and any modification recorded against the vehicle registration record. Modifications which affect pedal configuration such as left foot accelerator, extension to brake of clutch pedals and hand throttle controls must be approved by an engineering signatory. Details are recorded against the vehicles registration record. A bar is applied which precludes the vehicle being sold unless the modifications are removed and it is returned to the original manufacturers specifications.
