A checklist for the selection of type of wheelchair occupant restraint system. All must comply with Australian Standard 2942-1994 Wheelchair Occupant Restraint Assemblies for Motor Vehicles.

Types of Wheelchair Occupant Restraints
A: wheelchair occupant retraint assembly designed for use with wheelchairs which have not been modified by the attachment of parts for the puspose of restraint.

B: wheelchair occupant restraint assembly designed with parts for fixing to a wheelchair for the purpose of restraint, these parts being attached to the wheelchair subsequent to its manufacture.

C: wheelchair occupant restraint assembly designed with parts permanently incorporated into the frame of a wheelchair during manufacture of the frame.

Points to Consider

1. Australian Standards Approved: The relevant standard is AS 2942-1994 Wheelchair Occupant Restraint Assemblies for Motor Vehicles. Ask for a copy of the certificate of approval at the time of receiving a quote. When you try to register the vehicle, the inspection engineers will require proof of compliance.

2. Type of Chair: Electric wheelchairs are often difficult to restrain, especially those with enclosed bases, as there are limited fastening points to secure the restraint. The restraints must be secured to the frame of the chair, which can also be difficult with some manual wheelchairs. The anchorage points and methods of attachment must therefore be considered.

3. Orientation of the Chair: Restraints must be installed for either forward of rearward facing wheelchairs - they cannot be interchanged.

4. Operating Space: If more than one wheelchair is to be transported, space must be allowed for the assistant to moanoevure between chairs to secure and release the restraint.

5. Torso Control: Lap/sash belts are preferable and give more support than just a lap belt. Extra restraints may be required, but must comply with AS1754. These must be able to be removed from the person or wheelchair by the use of one securing buckle. Note that the upper anchor point of a harness type restraint must be behind the chair and at an angle 0-40 degrees to the rear and above the top of the chair. This restricts use of the space behind the chair.

6. Straps or Clamps: There are several types of adjustment devices and clamps. Ask community groups for their experience in the use of these. Try them out in a cramped situation.

7. Tracking vs Fixed: If you wish to change the layout of the van for varying numbers of chairs and types, a track-based system may be required. If requirements do not vary, a fixed system can be installed.

8. Features of the Wheelchair: Desirable features of a wheelchair to be secured in a vehicle are:
. tubular metal frame
. four wheels
. high back rest, preferably an extension to protect the head and neck
. batteries (where fitted) carried below seat height and adequately secured
