Short Description
A wheelchair carrier that carries a folded manual wheelchair on the tow bar of a vehicle. The base tilts so wheelchair can be lifted or pushed on at ground level then tilted to tow bar level for transport. The wheelchair is secured to the carrier by straps. Pulling the wheelchair onto the carrier may be easier than lifting it into the boot.

Installation
A bracket to hold the wheelchair carrier is fitted under the tow bar ball. Slide the wheelchair carrier onto the bracket when required (carrier weighs approx 8kg).

When not in use, the carrier may be folded up against the tow bar (by removal of another pin in the frame). However ACT Motor Registry recommends that tow bar carriers are removed from the tow bar connection plate when not in use to prevent injury to pedestrians and other road users.

Positioning the wheelchair on the carrier
1. Pull out the locking pin which holds the carrier in a horizontal
position against the tow bar.
2. Lower the carrier to a diagonal position.
3. Remove wheelchair footplates, remove anti-tip bars and fold
wheelchair.
4. Holding the handles of the wheelchair, tip it on its back wheels and
lift the front wheels over the edge of the carrier.
5. Move to the front of the wheelchair.
6. Holding the wheelchair frame above the front wheel, tip the
wheelchair onto its rear wheels, and pull the wheelchair forward until
the rear wheels rest in the carrier with the front wheels extending
beyond the carrier.
7. Move to the rear of the wheelchair.
8. Pivot the carrier back to the horizontal position by pulling the push
handles upwards and replace the locking pin to secure the frame.
9. Use the tie-downs provided to secure the wheelchair to the carrier.

Removing the wheelchair from the carrier
1. Remove the locking pin.
2. Lower the carrier to the ground.
3. Remove restraining straps and tip wheelchair onto rear wheels.
4. Pull wheelchair backwards, keeping it tipped backwards until front
wheels clear the carrier.
5. Lower the front wheels to the ground.

Caution
Some wheelchairs may not fit securely in the carrier
eg double rim one arm drive wheelchairs (the extra rim may prevent the wheels from lowering into the frame),
wheelchairs with rear wheels larger than 610mm (24"),
wheelchairs with long, fixed anti-tip bars.


Models
2 models are available, one for attendant propelled (transit) wheelchairs and one for rear wheel drive wheelchairs. The attendant propelled model has a rectangular wire mesh base with raised sides.

Licence & Insurance Requirements
A warning regarding the use of tow bar wheelchair carriers has been issued by ACT Motor Registry.

"The installation of these types of devices raises several issues with regard to vehicle safety and therefore the safety of the other people that interact with these devices.

Additional equipment fitted to a vehicle should not increase the danger or risk of injury to the operator of that vehicle or other persons. Fitting a tow bar mounted wheelchair carrier may increase the danger to people moving around or near that vehicle particularly in areas such as car park etc."

Legal and Safety Implications - Points to Consider
. ensure device is structurally sound
. ensure device is free of sharp projections that may cause injury (padding may be required).
. relocation of number plate if obscured. Alternately, a smaller additional number plate (bike plate) can be ordered from ACT Motor Registry for approx. $28.50.
. fitting of duplicate lights for any compulsory lamps that are obscured such as brake lamps, indicators,reversing lamps and number plate lamps.
. remove device from rear of vehicle when not being used to transport a wheelchair. Although this may be difficult, if someone sustains an injury or other damage from contact with the equipment, he/she may take civil or other action against the owner, driver, supplier etc.
